It's been awhile since we talked and I wanted to contact you to understand any 
progress on the proposed Westchester parking restriction recommendations that 
have been made? We have a WTC BID Board Meeting on Thursday and I know 
every member will want to hear about the progress on this important project. 
How is it going?

forms, policies and procedures, and any other materials that would be needed to have these 
requested restrictions considered and implemented.) Also, can you advise us at to 
approximately how long these requests would take to process? 

We know you are busy on many projects and are just trying to help so that Westchester's

The Westchester BID has analyzed your response of November 4, 2014 
and reviewed our current parking issues. We have also talked with major 
property owners. 

Our consensus request is that the entire business district including those 
non-BID sections of La Tijera and Manchester directly across from these 
commercial properties be designated as a 2-hour parking zone between 6 
am to 6 pm. (Westchester Town Center BID map attached.) This would 
include all of the north / south streets: Sepulveda Westway, Sepulveda, 
and Sepulveda Eastway. It would also include the east / west streets: 
92nd, Westchester Parkway, 89th Street (Howard Drollinger Way), La 
Tijera, Manchester, 87th Street, and Truxton. In addition, these same 
streets should be designated for no over night parking 10 pm to 6 am. 

These parking limitations should apply every day of the week, which 
reflects the 7-day nature of the area, which is adjacent to the LAX Airport. 

Please forward any necessary petition forms, policies and procedures, and 
any other materials that would be needed to have these requested 
restrictions considered and implemented. Also, can you advise us at to 
approximately how long these requests would take to process.

It was a pleasure meeting and providing the parking alternatives to you last Thursday. 
Now I need your assistance in clarifying some of your requests in this email. 

1. Please note that we do not stock 6am to 2am time-limit signs. It will cost the City 
time as well as money to make such sign. Enforcement during those time slot would 
also be an issue. Some of our traditional 2-Hr parking signs are: 

- 6am to 6pm; 

- 8am to 6pm / 8pm / Midnight; 

- 9am to 6pm / 8pm / Midnight; 

- 10am to 7pm / 10pm / Midnight. 

Please select a more standard hours of operation. Also, please indicate Day of the 
Week (ex) Monday thru Friday / Saturday, or Daily? And the reasons for the requested 
time and day(s). 

2. Please indicate the side of street for each of the three restrictions on Sepulveda 
Westway and on Sepulveda Eastway.

3. I am assuming the end limits of the Sepulveda's are La Tijera Blvd to the north and 
Westchester Pkwy to the south? 

Again as mentioned at our meeting, posting of the time-limit parking restriction alone 
may not be as effective as having parking meters to supplement the time-limit. This 
has been proven at the LA Gateway area on 98th Street, east of Sepulveda Blvd.

The Westchester Town Center BID Board of Directors really appreciates 
your attendance at its October 30, 2014 meeting and 
presentation regarding the establishment of parking restrictions within 
its borders. 

Specifically we discussed the Board's desire to create 2 hour parking 
on one side only of Sepulveda Westway and Sepulveda Eastway 
between the hours of 6 AM to 2 AM. The other side of the street would 
be designated as "No Parking." In addition, "No Overnight Parking" 
would be allowed these streets. 

Can you please forward the necessary petition forms, regulations, and 
any other materials that would need to be submitted to have these 
restrictions considered and implemented? Also, can you advise us as 
to approximately how long these actions would take to process.
